Privacy Statement

  1. General
    1. This Privacy Statement must be read with the Terms of Use here(the “Terms”). Unless otherwise stated, terms which are used here shall have the definitions given to them in the Terms. In this Privacy Statement, “we”, “us” or “our” refers to the Government of Singapore as represented by the National Youth Council, while “Government agencies” means the Government (including its Ministries, departments and Organs of State) and statutory boards.
    2. We take your privacy very seriously. This Privacy Statement explains how we collect data (including personal data) from you in relation to your use of the Discover Website, how the data may be used, when the data may be disclosed, and your control over the data.
  2. Use of cookies
    1. We use “cookies” (i.e., small data files sent to your browser) to improve your experience using the Discover Website. While these cookies can tell us when you access the Discover Website and Discover Content, it cannot read data off your hard disk.
    2. You can choose whether to accept or decline cookies on the Discover Website through your browser's security settings. However, this may prevent you from taking full advantage of the services, tools and features of the Discover Website (including access to Discover Content).
  3. Collection of data
    1. We collect data from you in the following ways:
      1. through your creation of an Account;
      2. through your activities on the Discover Website;
      3. through the device(s) you use to access and use Discover; and
      4. directly from you, in polls, reviews, surveys, feedback and other communications.
    2. The types of data we may collect from you include, but are not limited to:
      1. your personal information, such as your NRIC, name and date of birth;
      2. your contact information, such as your phone number, email and mailing addresses;
      3. information from the device(s) you use to access and use Discover, such as your location information, IP address, and technical attributes of the device(s); and
      4. information about your Account.
    3. For your convenience, we may also display to you data you had previously supplied to us or other Government agencies. This will speed up the transaction and save you the trouble of repeating previous submissions. Should the data be out-of-date, please supply us the latest data.
  4. Why we collect data
    1. The data collected from you may be used and disclosed by us (subject to paragraph 5 below) for any one or more of the following purposes:
      1. to provide Discover and Discover Programmes to you;
      2. to contact you in relation to or arising from your use of Discover, including registration for Discover Programmes;
      3. to improve Discover and Discover Programmes;
      4. to maintain the security and/or integrity of Discover and Discover Programmes;
      5. for our internal account handling, business, marketing and administrative purposes;
      6. to protect and/or enforce our rights;
      7. to facilitate and improve the discharge of public functions by Government agencies, which includes ensuring public sector programmes and services can be provided to you in the most efficient and effective way, unless such sharing is prohibited by law;
      8. for compliance with the law;
      9. for compliance with any order or request of any court, government body, regulatory authority or law enforcement agency;
      10. for any other purposes that do not appear above where permissible under the law.
  5. Sharing of personal data
    1. If you provide us with personal data, we will only share your personal data with non-Government agencies if:
      1. they have been authorised to carry out specific Government services; or
      2. they are our third-party service providers supporting the provision of Discover or any of the Discover Programmes.
  6. How we manage data collected
    1. We have put in place measures to protect data we have collected from you against unauthorised access or disclosure. To safeguard your personal data, all electronic storage and transmission of personal data through the Discover Website is secured with appropriate security technologies.
  7. Marketing Communications etc.
    1. With your consent, you may receive from us and our third party service providers a variety of communications, including but not limited to newsletters, emails, text messages, and notifications within the Discover Website, to inform you about Discover Programmes that you may be interested in (“Marketing Communications”).
    2. You may change your preferences regarding the Marketing Communications at any time (a) via your profile page on the Discover Website or (b) by clicking the ‘unsubscribe ’ link at the bottom of the email sent by us as part of Marketing Communications.
    3. We may exceptionally send you information critical to your use of Discover, regardless of your Marketing Communications preferences.
    4. If you send us a request, we may make it anonymous and publish it to respond to your request and help other users of the Discover Website with the same or similar request.
  8. Consent, and your control over data collected
    1. By using the Discover Website, you consent to our collection of data (examples of which are stated in paragraph 3b of this Privacy Statement) from you for use and disclosure for any one or more purposes stated in paragraph 4a of this Privacy Statement.
    2. You may withdraw your consent by writing to us at enquiries@nyc.gov.sg, or by such other means as we may make available to you, with reasonable notice; however, doing so may mean that you can no longer access some services and features on the Discover Website.
    3. You may view and change your personal data on the Discover Website via your profile page. You may delete your Account and with it, your personal data on the Discover Website, by writing to us at enquiries@nyc.gov.sg with reasonable notice.
    4. Notwithstanding paragraphs 8b and 8c of this Privacy Statement, we may retain the data collected from you where justified in the public interest or required by law, though we will delete such data within a reasonable period after the justification or requirement ceases to apply.
  9. Not applicable to third party websites and services
    1. This Privacy Statement does not apply to your use of third party websites and services. This site may contain links to non-Government sites whose data protection and privacy practices may differ from ours. We are not responsible for the content and privacy practices of these other websites and encourage you to consult the privacy notices of those sites before using them.
  10. Changes to this Privacy Statement
    1. We may change this Privacy Statement at our discretion and at any time, by posting the changed Privacy Statement on the Discover Website. Your continued use of the Discover Website after the posting of the changed Privacy Statement will constitute your acceptance of the changed Privacy Statement. If you do not accept the changed Privacy Statement, please stop using the Discover Website.
