Fuad Johari - Policy Maker

Fuad Johari is a Singapore-based public policy professional serving as a Senior Foresight Analyst at the Centre for Strategic Futures (CSF) in the Prime Minister’s Office. His work focuses on strategic foresight—identifying emerging trends, stress-testing policies, and helping the government prepare for complex, long-term challenges such as technological disruption and geopolitical change.


His background spans law, diplomacy, and international policy. He previously worked as a disputes lawyer and later at Singapore’s Ministry of Foreign Affairs, including a posting to Geneva covering WTO and WIPO matters. This multidisciplinary experience informs his approach to policy, where he applies futures thinking to help design more resilient and adaptive strategies.


Scarlett Lim - Legal Counsel

Scarlett has a wide-range of experiences in the legal sector, having worked in criminal and civil litigation in private law firms, before moving to legal work in the commercial and corporate space. 


She is currently a legal counsel at a multinational energy company based in Japan. There she oversees cross-border business deals, ensuring they meet the legal and regulatory requirements in their international business.


Javier Tan - Investigation Officer

Javier was recently a Senior Investigation Officer with the Singapore Police Force, currently serving in the Central Police Division. In his role, he investigates a wide range of scam and commercial crime cases, from everyday fraud to complex syndicated criminal activities. 


Through his work, he has led investigations into major criminal syndicates and contributed to successful prosecutions under key Singapore statutes, helping to uphold the country’s financial and social integrity.
